A 1955 graduate, Rear Admiral McKinney entered Princeton University and graduated in 1959 with a degree in Engineering and a commission as an Ensign through the Naval ROTC program. His post-graduate studies include Operations Analysis at the Naval Post Graduate School, a Master of Science in Statistics from Stanford University, and National and International Security courses at Harvard University. Rear Admiral McKinney has assumed several different positions in the Navy including: commander of Submarine Squadron 22, Nuclear Power programmer manager for the Bureau of Navy Personnel, assistant chief of staff (Logistics) for the Allied Forces in Southern Europe, commander of the Navy Recruiting Command, commander of the Submarine Force of the U.S. Pacific Fleet, and deputy chief of Navy Personnel. He has been awarded the Distinguished Service Medal with two gold stars, the Defense Superior Service Medal, both the Legion of Merit and the Meritorious Service Medal with two gold stars and the Navy Achievement Medal.
